Has this survey not further affirmed the problems in Malaysia? Middle-class Malaysians (mostly urbanites of a certain background) are so heavily taxed to substantially support a particular group of the government's discriminatory liking. "Malaysia, however, has achieved depth (spending 27% of per-person GDP on each beneficiary) without breadth (its efforts reached only 14% of potential beneficiaries for the year the index was calculated)."
